<P style="LINE-HEIGHT: normal; BACKGROUND: white" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #2a2a2a; FONT-SIZE: 12pt"> Cuando los pocos<SPAN> </SPAN><SPAN> </SPAN>compañeros apristas asistíamos al Plan de gobierno del sector pesquero, lo hacíamos con la firme convicción de reinstaurar el Ministerio de Pesquería (por la importancia y transcendencia economica que tiene el sector pesquero en el país), con lineamientos que permitan un manejo ordenado de la pesquería con un centro de investigación independiente, una institución que apoye la pesca artesanal e incrementar el consumo per cápita de pescado con el desarrollo de nuevos productos pesqueros.</SPAN></P>

<P style="LINE-HEIGHT: normal; BACKGROUND: white" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #2a2a2a; FONT-SIZE: 12pt">Ya, a un año antes de las elecciones ,<SPAN> </SPAN>la<SPAN> </SPAN>sala en donde<SPAN> </SPAN>nos<SPAN> </SPAN>reuníamos se<SPAN> </SPAN>tornaba <SPAN> </SPAN>cada<SPAN> </SPAN>día<SPAN> </SPAN>más<SPAN> </SPAN>pequeña<SPAN> </SPAN>ya<SPAN> </SPAN>que no<SPAN> </SPAN>podía<SPAN> </SPAN>albergar a<SPAN> </SPAN>la<SPAN> </SPAN>totalidad<SPAN> </SPAN>de<SPAN> </SPAN>personas entre<SPAN> </SPAN>compañeros e<SPAN> </SPAN>invitados<SPAN> </SPAN>que<SPAN> </SPAN>asistían <SPAN> </SPAN>con<SPAN> </SPAN>la<SPAN> </SPAN>firme<SPAN> </SPAN>intensión<SPAN> </SPAN>de<SPAN> </SPAN>llevar<SPAN> </SPAN>a<SPAN> </SPAN>cabo<SPAN> </SPAN>nuestro<SPAN> </SPAN>plan<SPAN> </SPAN>de<SPAN> </SPAN>gobierno<SPAN> </SPAN>que<SPAN> </SPAN>se<SPAN> </SPAN>estaba<SPAN> </SPAN>culminando.</SPAN></P>

<P style="LINE-HEIGHT: normal; BACKGROUND: white" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #2a2a2a; FONT-SIZE: 12pt">Luego que el Partido Aprista gano las elecciones,<SPAN> </SPAN>fueron<SPAN> </SPAN>invitadas<SPAN> </SPAN>a<SPAN> </SPAN>dirigir<SPAN> </SPAN>las riendas<SPAN> </SPAN>del<SPAN> </SPAN>Ministerio<SPAN> </SPAN>de<SPAN> </SPAN>Producción,<SPAN> </SPAN>personalidades<SPAN> </SPAN>que<SPAN> </SPAN>no<SPAN> </SPAN>conocieron<SPAN> </SPAN>en<SPAN> </SPAN>el<SPAN> </SPAN>fondo<SPAN> </SPAN>nuestro <SPAN> </SPAN>PLAN<SPAN> </SPAN>DE<SPAN> </SPAN>GOBIERNO que verdaderamente habíamos trabajado y preparado. No<SPAN> </SPAN>fue<SPAN> </SPAN>convocado ningún <SPAN> </SPAN>Aprista<SPAN> </SPAN>a<SPAN> </SPAN><SPAN> </SPAN>ocupar<SPAN> </SPAN>el<SPAN> </SPAN>sillón <SPAN> </SPAN>del<SPAN> </SPAN>despacho<SPAN> M</SPAN>inisterial de Produce y más bien llegaron personas con consignas diferentes y no tenía que ver con mejorar la alimentación proteica de los que menos tienen. </SPAN></P>

<P style="LINE-HEIGHT: normal; BACKGROUND: white" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #2a2a2a; FONT-SIZE: 12pt">Pero<SPAN> </SPAN>aun<SPAN> </SPAN>así,<SPAN> </SPAN>la<SPAN> </SPAN>presión<SPAN> </SPAN>de<SPAN> </SPAN>los<SPAN> </SPAN>militantes<SPAN> </SPAN>que<SPAN> </SPAN>desde<SPAN> </SPAN>un<SPAN> </SPAN>principio<SPAN> </SPAN>creímos<SPAN> </SPAN>en<SPAN> </SPAN>que<SPAN> </SPAN>la alimentación<SPAN> </SPAN>del<SPAN> </SPAN>pueblo<SPAN> </SPAN>debería fortalecerse en<SPAN> </SPAN>base<SPAN> al consumo </SPAN>de<SPAN> </SPAN>anchoveta<SPAN> </SPAN>y<SPAN> </SPAN>pota;<SPAN> se logro </SPAN>imponer la<SPAN> </SPAN><SPAN> </SPAN>idea <SPAN> y el </SPAN><SPAN> </SPAN>señor<SPAN> </SPAN>Presidente<SPAN> </SPAN>de<SPAN> </SPAN>la<SPAN> </SPAN>Republica<SPAN> Dr. Alan Garcia Perez </SPAN>firmó<SPAN> </SPAN>el<SPAN> </SPAN>Decreto<SPAN> </SPAN>Supremo DS 002 – 2007,<SPAN> </SPAN>el<SPAN> </SPAN>cual<SPAN> </SPAN>disponía <SPAN> </SPAN>entre<SPAN> </SPAN>otros<SPAN> </SPAN>que<SPAN> </SPAN>todas<SPAN> </SPAN>las<SPAN> </SPAN>instituciones<SPAN> </SPAN>que<SPAN> </SPAN>tuvieran <SPAN> </SPAN>a<SPAN> </SPAN>cargo<SPAN> </SPAN>alimentar<SPAN> </SPAN>al<SPAN> </SPAN>pueblo,<SPAN> </SPAN>dispusieran<SPAN> </SPAN><SPAN> </SPAN>parte<SPAN> </SPAN>de<SPAN> </SPAN>su<SPAN> </SPAN>presupuesto con<SPAN> </SPAN>el<SPAN> </SPAN>propósito de<SPAN> </SPAN>incorporar en<SPAN> </SPAN>la<SPAN> </SPAN>dieta<SPAN> </SPAN>diaria<SPAN> </SPAN>el<SPAN> </SPAN>consumo<SPAN> </SPAN>de los<SPAN> </SPAN>referidos<SPAN> </SPAN>recurso<SPAN>s </SPAN>hidrobiológicos de alta calidad proteica,<SPAN> expendiéndose en concesionarios pre-</SPAN>establecidos,<SPAN> </SPAN>es<SPAN> por esta razón</SPAN><SPAN> </SPAN>que<SPAN> </SPAN>veíamos <SPAN> </SPAN>al<SPAN> </SPAN>Ministro de la Producción, Rafael Rey Rey, degustando anchoveta en<SPAN> </SPAN>todas<SPAN> </SPAN>partes<SPAN> </SPAN>e<SPAN> </SPAN>incluso<SPAN> </SPAN>veíamos <SPAN> </SPAN>al<SPAN> </SPAN>presidente<SPAN> </SPAN>del<SPAN> </SPAN>ITP<SPAN> </SPAN>Francisco<SPAN> </SPAN>Pasara<SPAN> </SPAN>con<SPAN> </SPAN>sus<SPAN> </SPAN>carritos<SPAN> </SPAN>anchoveteros, seguramente <SPAN> </SPAN>motivado<SPAN> </SPAN>por<SPAN> </SPAN>la<SPAN> </SPAN>fuerza<SPAN> </SPAN>que<SPAN> </SPAN>puso<SPAN> </SPAN>el<SPAN> </SPAN>presidente<SPAN> </SPAN>de<SPAN> </SPAN>la<SPAN> </SPAN>republica<SPAN> </SPAN>para<SPAN> </SPAN>que<SPAN> </SPAN>se<SPAN> </SPAN>cumpla<SPAN> </SPAN>dicho<SPAN> </SPAN>cometido, <SPAN> </SPAN><SPAN> </SPAN>luego se olvidaron , pasaron otros ministros<SPAN> </SPAN>otros<SPAN> </SPAN>presidentes<SPAN> </SPAN>del<SPAN> </SPAN>ITP,<SPAN> </SPAN><SPAN> </SPAN>ninguno hizo más nada en dar cumplimiento al DS 002 – 2007,<SPAN> </SPAN>hasta<SPAN> </SPAN>la<SPAN> </SPAN>fecha. <EM><STRONG>La pregunta es donde estan ahora esos carritos anchoveteros en la cual se gastó dinero del Estado para fabricarlos?. </STRONG></EM></SPAN></P>

<P style="LINE-HEIGHT: normal; BACKGROUND: white" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #2a2a2a; FONT-SIZE: 12pt">Sin embargo, si de por medio había un mandato supremo que debería cumplirse, por que los Presidentes que pasaron por el INSTITUTO TECNOLOGICO PESQUERO (ITP), hicieron caso omiso a esta política de gobierno. Es más, en todo este tiempo se mantuvieron los mismos funcionarios y tampoco hicieron ningún desarrollo para incentivar el consumo masivo de pota y anchoveta. </SPAN></P>

<P style="LINE-HEIGHT: normal; BACKGROUND: white" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #2a2a2a; FONT-SIZE: 12pt">En la actualidad, el Presidente de la Republica ha dado la oportunidad para que ocupe la cartera del Ministerio de la Produccion a un compañero, quien de hecho está identificado con los lineamientos politicos del sector, esperamos en lo que resta del gobierno tome acción; asi mismo, convoque a un compañero para ocupar el vice-ministerio de pesqueria, para hacer cumplir entre otros esta propuesta. </SPAN></P>

<P style="LINE-HEIGHT: normal; BACKGROUND: white" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #2a2a2a; FONT-SIZE: 12pt">Por otro lado, tenemos un Presidente en el ITP, con un PhD en Japón, unos de los principales países del mundo cuya alimentación se basa mayormente en recursos pesqueros. Entonces traslado la pregunta, que está haciendo el ITP, para cumplir con el DS 002 – 2007, o no está enterado que existe este mandato supremo que lo trabajamos los Apristas, pensando en mejorar la alimentacion de la población peruana y sobre todo del interior del país. </SPAN></P>
