<P style="TEXT-ALIGN: justify; LINE-HEIGHT: normal" class=ecxMsoNormal><FONT size=3><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'">El sector pesquero en el Perú, sigue siendo uno de los soportes de la economía peruana, diario El Comercio diciembre 2010, publicó el siguiente artículo “</SPAN><I><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'">Balance 2010: los casos económicos que marcaron este año</SPAN></I><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'">”. Hace mención<SPAN> </SPAN>que </SPAN><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111">la harina de pescado llegó a picos de US$1.800 la tonelada luego de que en el 2008 se cotizara en US$<FONT color=#000000>1200</FONT>. <I><FONT color=#000000>Con</FONT> esta cifra era imposible que los ejecutivos quisieran perderse la fiesta. Actualmente, los independientes aún tienen un jugoso 32% de la cuota pesquera, por lo que es probable que en el 2011 los grandes empresarios pesqueros como TASA, Copeínca, Diamante, Austral o el grupo Romero sigan sacando a pasear a la chequera</I>.</SPAN></FONT></P>

<P style="LINE-HEIGHT: normal" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3>Como puede verse solamente la exportación de una sola especie ha generado muchas divisas al estado, sin considerar la exportación de congelados ,<FONT color=#ff0000><FONT color=#000000>conservas,curado</FONT> </FONT>y <SPAN> </SPAN>de otras especies en diferentes modalidades de procesamiento. Si tuviéramos un desarrollo pesquero organizado y planificado los ingresos serían mayores.</FONT></SPAN></P>

<P style="LINE-HEIGHT: normal" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3>Por otro lado, los profesionales y personas involucradas al sector pesquero frecuentemente estamos proponiendo cambios en la política de manejo de este sector para alcanzar un mejor desarrollo, no obstante los<SPAN> </SPAN>candidatos<SPAN> </SPAN>a<SPAN> </SPAN>la<SPAN> </SPAN>presidencia<SPAN> </SPAN>de<SPAN> </SPAN>la<SPAN> </SPAN>Republica,<SPAN> </SPAN>redactan<SPAN> </SPAN>panfletos<SPAN> </SPAN>llamados<SPAN> </SPAN>planes<SPAN> </SPAN>de<SPAN> </SPAN>gobierno<SPAN> </SPAN>que<SPAN> </SPAN>en las elecciones tienen<SPAN> </SPAN>su<SPAN> </SPAN>punto<SPAN> </SPAN>más<SPAN> </SPAN>alto<SPAN> </SPAN>de<SPAN> </SPAN>discusión<SPAN> </SPAN>y/o<SPAN> </SPAN>comparación, cada partido o grupo político presenta sus propuestas<SPAN> </SPAN>y<SPAN> </SPAN>sobre<SPAN> </SPAN>ellas<SPAN> </SPAN>los<SPAN> </SPAN>ciudadanos<SPAN> </SPAN>de<SPAN> </SPAN>a pie<SPAN> </SPAN>votamos<SPAN> </SPAN>por<SPAN> </SPAN>tal<SPAN> </SPAN>o<SPAN> </SPAN>cual<SPAN> </SPAN>candidato,<SPAN> </SPAN>que<SPAN> </SPAN>al<SPAN> </SPAN>ganar<SPAN> </SPAN>las<SPAN> </SPAN>elecciones<SPAN> </SPAN>se<SPAN> </SPAN>olvidan<SPAN> </SPAN><SPAN> </SPAN>o<SPAN> </SPAN>nunca los cumplen.</FONT></SPAN></P>

<P style="LINE-HEIGHT: normal" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3>En tal sentido, para<SPAN> </SPAN>que<SPAN> </SPAN>nuestras propuestas<SPAN> </SPAN>tenga<SPAN> </SPAN>mayor<SPAN> </SPAN>fuerza <FONT color=#000000>pienso que </FONT>lo<SPAN> </SPAN>deberíamos<SPAN> </SPAN>canalizar<SPAN> </SPAN>por<SPAN> </SPAN>los<SPAN> </SPAN>colegios<SPAN> </SPAN>profesionales <FONT color=#000000>ya que estos cuentan con iniciativa legislativa</FONT> ,<SPAN> </SPAN>por<SPAN> </SPAN>tal<SPAN> </SPAN>razón hago un llamado para que el Colegio de Ingenieros del Perú a través del Capítulo de Ingenieros Pesqueros, conjuntamente con el Colegio de Biólogos, y <FONT color=#ff0000><FONT color=#000000>capitulos </FONT></FONT><FONT color=#000000>afines a las ideas de como debería</FONT><SPAN><FONT color=#000000> </FONT> </SPAN>manejarse<SPAN> </SPAN>el<SPAN> </SPAN>sector<SPAN> </SPAN>pesquero presenten una propuesta para que se restituya el Ministerio de Pesquería y la reorganización de sus instituciones asesoras o de apoyo, ver<SPAN> </SPAN>y<SPAN> </SPAN>discutir por ejemplo<SPAN> </SPAN>cual<SPAN> </SPAN>es<SPAN> </SPAN>el<SPAN> </SPAN>aporte<SPAN> </SPAN>de<SPAN> </SPAN>la<SPAN> </SPAN>1084 <FONT color=#c00000><FONT color=#000000>y su dación como a influido en la alimentación y/o nutrición del pueblo, otro tema puede ser las Sobreganancias en el sector,</FONT></FONT> <SPAN> </SPAN>etc. etc.</FONT></SPAN></P>

<P style="LINE-HEIGHT: normal" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3><FONT color=#000000>Para esto </FONT>el<SPAN> </SPAN>colegio<SPAN> </SPAN>de<SPAN> </SPAN>ingenieros <FONT color=#000000> debera </FONT>prom<FONT color=#000000>over </FONT>un Fórum en donde se discuta estas propuestas con resultados, conclusiones y recomendaciones, luego se presente y sustente en el Congreso de la Republica, para su debate y aprobación. En este evento, debe asegurarse la participación de la Marina Mercante y las Universidades que cuenten con carreras profesionales afines con el sector.</FONT></SPAN></P>

<P style="LINE-HEIGHT: normal" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3>Así mismo, <FONT color=#000000>deberian invitar a </FONT>personalidades<SPAN> </SPAN>que<SPAN> </SPAN>hayan ocupado cargo<SPAN> </SPAN>de<SPAN> </SPAN>Ministro<SPAN> </SPAN>de<SPAN> </SPAN>pesquería<SPAN> <FONT color=#000000>que tengan </FONT></SPAN><SPAN><FONT color=#000000> </FONT> </SPAN>conocimiento<SPAN> </SPAN>de <SPAN> </SPAN>causa<SPAN> <FONT color=#000000>de estos problemas</FONT> ; </SPAN>que<SPAN> </SPAN>podrían ser los<SPAN> </SPAN>entes<SPAN> </SPAN>coordinadores. </FONT></SPAN><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3>Entre otros, en el Fórum también debe discutirse cuales deben ser los lineamientos básicos del Ministerio, presentar propuestas de desarrollo del sector para el corto, mediano y largo plazo.</FONT></SPAN></P>
<P style="LINE-HEIGHT: normal" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3>Que este evento sea como un Congreso organizado por el colegio de ingenieros y<SPAN> que </SPAN>llegue a buen puerto y no quede en letra muerta.</FONT></SPAN></P>

<P style="LINE-HEIGHT: normal" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3> Los profesionales pesqueros se han colegiado confiando en poder ejercer su profesión con decoro decencia y esperanza. Es mas, ahora para poder acceder a una vacante en cualquier entidad pública debe ser colegiado. Por tanto, es tiempo que los colegios profesionales hagan algo por sus profesionales y las universidades por sus futuros<SPAN> </SPAN>profesionales que están formando. No esperar la voluntad de la iniciativa de algún político de turno-</FONT></SPAN></P>
<P style="LINE-HEIGHT: normal" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3>No debemos dejar que suceda como lo que pasó con IMARPE, que hubo varias iniciativas para cambiar la ley de IMARPE, pero aparecieron algunos lobistas <FONT color=#000000>posiblemente </FONT>entre ellos las tres principales funcionarios, que convencieron a congresistas para que estos proyectos de ley pasen a ser archivados. Debemos hacer fuerza común si queremos el desarrollo pesquero. </FONT></SPAN></P>
<P style="LINE-HEIGHT: normal" class=ecxMsoNormal><SPAN style="FONT-FAMILY: 'Arial Narrow','sans-serif'; COLOR: #111111"><FONT size=3>De igual forma, <FONT color=#c00000><FONT color=#000000>para las demas instituciones</FONT> </FONT>ITP, SANIPES, Fondepes</FONT><A name=_GoBack target=_blank></A><FONT size=3>;<SPAN> <FONT color=#000000>¿</FONT> </SPAN>donde y<SPAN> </SPAN>como<SPAN> </SPAN>deben<SPAN> </SPAN>quedar<SPAN> </SPAN>estas<SPAN> </SPAN>instituciones?,<SPAN> </SPAN>si<SPAN> </SPAN>juntamos<SPAN> </SPAN>Fondepes<SPAN> </SPAN>con<SPAN> </SPAN>ITP<SPAN> </SPAN>y<SPAN> </SPAN>dejamos<SPAN> libre </SPAN>a<SPAN> </SPAN>Sanipes,<SPAN> </SPAN>sola<SPAN> </SPAN>sin<SPAN> </SPAN>los<SPAN> </SPAN>lastres<SPAN> </SPAN>que<SPAN> </SPAN>ahora<SPAN> </SPAN>tiene<SPAN> </SPAN>y<SPAN> </SPAN>que<SPAN> </SPAN>no<SPAN> l<FONT color=#c00000><FONT color=#000000>a</FONT> </FONT></SPAN>deja<SPAN> </SPAN><SPAN> </SPAN>funcionar<SPAN> </SPAN>, hacerla<SPAN> </SPAN>mas<SPAN> </SPAN>grande<SPAN> </SPAN>y<SPAN> </SPAN>que<SPAN> </SPAN><FONT color=#000000>sea</FONT><SPAN><FONT color=#000000> una organización creible, </FONT> </SPAN>respetada<SPAN> </SPAN>tanto<SPAN> </SPAN>interna<SPAN> </SPAN>como<SPAN> </SPAN>externamente,<SPAN> </SPAN>que<SPAN> </SPAN>este<SPAN> </SPAN>al<SPAN> </SPAN>nivel<SPAN> </SPAN>de<SPAN> </SPAN>otras<SPAN> </SPAN>entidades<SPAN> </SPAN>similares<SPAN> </SPAN>a<SPAN> </SPAN>nivel<SPAN> </SPAN>mundial,<SPAN> </SPAN>con<SPAN> </SPAN>autoridades<SPAN> </SPAN>y<SPAN> </SPAN>personal<SPAN> </SPAN>calificado,<SPAN> </SPAN>donde<SPAN> </SPAN>la<SPAN> </SPAN>capacitación <SPAN> </SPAN>sea<SPAN> </SPAN>un<SPAN> </SPAN>ejercicio<SPAN> </SPAN>diario<SPAN> </SPAN>en<SPAN> </SPAN>todos<SPAN> </SPAN>sus<SPAN> </SPAN>niveles,<SPAN> </SPAN>con<SPAN> </SPAN>instalaciones<SPAN> </SPAN>propias donde<SPAN> </SPAN>puedan<SPAN> </SPAN>albergar a<SPAN> </SPAN>sus laboratorios<SPAN> </SPAN>y<SPAN> </SPAN>que su<SPAN> </SPAN>acceso<SPAN> </SPAN>a<SPAN> </SPAN>esta entidad<SPAN> </SPAN>no<SPAN> </SPAN>cuente<SPAN> </SPAN>con<SPAN> </SPAN>los<SPAN> </SPAN>obstáculos<SPAN> </SPAN><SPAN> antihigiénicos </SPAN>que<SPAN> </SPAN>son<SPAN> </SPAN>vistos<SPAN> </SPAN>por<SPAN> </SPAN>propios<SPAN> </SPAN>y<SPAN> </SPAN>extraños<SPAN> </SPAN>en<SPAN> </SPAN>sus<SPAN> </SPAN>alrededores.</FONT></SPAN></P>
