alguien manifestó que solo hay que tener un sentido común para desempeñar un puesto de confianza, cualquiera que fuere la profesión o Título que tenga el
Designado.</div><div style="background-color:rgb(255, 255, 255);"><font size="3">Los </font>parámetros<font size="3"> en este caso, de designaciones los puso el Gobierno fujimorista. Moldeandose a que ocupen un puesto jefatural partiendo que tengan un bachillerato de alguna profesión en algunos casos. Esto ya sirve de gran ayuda a los jóvenes profesionales y una gran perdida a la experiencia de muchos laboriosos trabajadores que sin tener aun estudios de primaria, han ocupado altísimos cargos tanto en la esfera estatal como la privada, tan solo por sus experiencia adquirida atraves de los años en desempeñar alguna función ejecutiva, empezando la mayoría de las veces de barredores en la Institución.</font></div><div style="background-color:rgb(255, 255, 255);"><font size="3"><br></font></div><div style="background-color:rgb(255, 255, 255);"><font size="3">Así que si es un militar con sentido común
y que lleve a cabalidad el cargo designado, bien por él y por la Institución y si no mal por el y el atraso de la
Institución.</font></div><div style="background-color:rgb(255, 255, 255);"><font size="3"><br></font></div><div style="background-color:rgb(255, 255, 255);"><font size="3">Pero hay un punto concordante que se debe tener en cuanta y simplemente es descifrar el porque ha sido puesto por el Ley, un Militar en tan alto cargo Científico en el IMARPE, que anteriormente abarcaba su accionar a aguas continentales que ahora lo lleva el Instituto de Investigación de la Amazonía Peruana (IIAP), y alli no hay un Militar que lo dirige si no son civiles que ocupan los Directorios y la Presidencia.</font></div><div style="background-color:rgb(255, 255, 255);"><font size="3"><br></font></div><div><font size="3" style="background-color:rgb(255, 255, 255);">En este sentido, que factores llevaron a que un Militar, sea el Presidente del IMARPE y este casi auspiciado por este.</font></div><div><span class="yiv1166718536Apple-style-span" style="background-color:rgb(255,
255,
0);"><font size="3">Será el factor natural del marino por su </font>profesión</span></div><div><font size="3" style="background-color:rgb(255, 255, 255);">será el factor económico de ese entonces</font></div><div><font size="3" style="background-color:rgb(255, 255, 0);">será el factor logístico que la marina cuenta militarmente</font><font size="3" style="background-color:rgb(255, 255, 255);"> y a ello se
adapta el IMARPE</font></div><div><font size="3" style="background-color:rgb(255, 255, 255);">o quiza será de continuar manteniendo a un militar en el cargo por intereses que pasaron de ser en una primera instancia al servicio de la patria y ahora a intereses ajenos a ello. </font></div><div style="background-color:rgb(255, 255, 255);"><font size="3"><br></font></div><div style="background-color:rgb(255, 255, 255);"><font size="3">Entonces nos preguntamos, existiendo ya en el País atravez de los años sentados sus bases tanto técnicos, prácticos y científicos la sociedad civil en el rubro de pesca. ¿ Podría ya pasar la direccionalidad del IMARPE a la sociedad civil, como lo muestra el IIAP, en aguas continentales?.</font></div><div style="background-color:rgb(255, 255, 255);"><font size="3"><br></font></div><div style="background-color:rgb(255, 255, 255);">Y no solo el IMARPE, a la sociedad civil, sino la Dirección General
de Capitanías y Guardacostas, a fin de que ya los marinos cumplan con defender nuestras fronteras tanto marítimas como continentales, a fin de evitar tantas muertes y heridos que dejan la invasión de nuestras

El Sr. Godofredo Cañote Santamarina, quien ejerció el cargo de Director Ejecutivo y representante Legal del IMARPE durante muchos años es Economista.
Lo que pasa es que también existe el cargo de Director Científico. Aquí sí es de suponerse que tiene que ser un científico de carrera.
