señal entregó ayer el ministro de Economía, Pablo Longueira, a la industria
pesquera. El secretario de Estado señaló que el proyecto de ley de pesca que
enviarán al Congreso incluirá un royalty, impuesto que se cobra para compensar
la extracción de un recurso natural y escaso, similar al que hoy tiene el
sector minero. El modelo aún está siendo diseñado, pero ayer, tras estar
reunido por dos horas con el Presidente Sebastián Piñera, Longueira adelantó
que el cobro será en función del valor económico que tengan las pesquerías en
el tiempo. "Estamos trabajando en esa fórmula. Va a ser un modelo parecido
a la minería, asociado con el margen que ganan las empresas. Estamos trabajando
en los rangos, los que tienen que ser en función del valor económico que tengan

entre 4% y 9%, según el margen operacional, tasa que se mantendrá hasta 2012.
Luego, y hasta 2017, bajará a un rango entre 4% y 5% y luego volverá a subir a
un nivel de 5% a 14%.<o:p></o:p></span></p>

de patente está obsoleto. "Está vinculado al límite máximo de captura y a
las naves que pagan patente y que a veces no se usan. Por eso se sumará a las

semana y contempla dos tipos de licitaciones: "Se trata de las licencias
tipo A, que se entregarán a los derechos históricos, las que pagarán patente
más royalty, y otras tipo B, que serán fruto de licitaciones. Estas cancelarán
sólo patente, porque en la licitación se paga por la extracción del
recurso", dijo.<o:p></o:p></span></p>

pesquero, Longueira aseguró que respetarán el acuerdo que alcanzaron con los
privados en la mesa de pesca. Ahí se logró un mayor fraccionamiento del derecho
de pesca entre la industria y los artesanales. "Lo más importante para mí
es que el acuerdo de diálogo y conversación que se logró en esta mesa se
respete", dijo. Ante eso, aseguró que no va a haber ninguna licitación
"hasta que se haya recuperado lo que se transfirió en la mesa, por lo
tanto, se va a cumplir 100% lo que se estableció". Sin embargo, recalcó
que las decisiones "sobre el bien común" las toma el gobierno y no
los actores. "Leo a los industriales con opiniones muy encontradas en la
prensa. Están un poco confundidos y quiero ser muy claro que el bien común lo
defiende la autoridad y tenemos muy clara la defensa de los intereses propios y
naturales de este sector productivo", dijo.<o:p></o:p></span></p>

mantención de las cuotas históricas se asegura que no habrá desempleo en el
sector, como sucedió hace 10 años, cuando se implementó la actual Ley de Límite
Máximo de Captura por Armador, que vence en diciembre de 2012. Se espera que la
tramitación del proyecto de ley se inicie a fines de noviembre y anticipa que será
una larga discusión. "Sabemos que vamos a enfrentar un lobby que no es
menor en el Congreso, ya que son varios los cambios constitucionales que la ley
