Han propiciado el desorden capturando anchoveta para la harina de pescado dentro de las <st1:metricconverter productid="5 millas" w:st="on">5 millas</st1:metricconverter> marinas.<o:p></o:p></div><div style="color: rgb(51, 51, 51); font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; line-height: 20px; background-color: rgb(255, 255, 255); margin: 0cm; text-align: justify; ">Por los informes que se publican hoy podemos decir que los pescadores y conserveros predicaron con la mentira y el engaño. El objetivo real que ellos tenían no era anchoveta para el consumo humano directo. El objetivo real era anchoveta para la harina de pescado dentro de las <st1:metricconverter productid="5 millas" w:st="on">5 millas</st1:metricconverter> marinas.<o:p></o:p></div><div style="color: rgb(51, 51, 51); font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; line-height: 20px; background-color: rgb(255, 255, 255); margin: 0cm; text-align: justify; ">Sería bueno que se publiquen los volúmenes procesados de anchoveta en el norte y cuanto capturaron las de mediana escala versus volúmenes de conservas. La palabra del millón con la que contaba el programa PAAR era “Los excedentes para la harina de pescado”. Este programa a nuestro modo de ver fue creado con alevosía premeditación y ventaja. Los promotores del PAAR sabían que no había fábricas conserveras que procesaran la anchoveta. La sociedad civil de Ilo hizo que finalmente se impusiera la autoridad del Gobierno regional. Adecuaron e implementaron sus embarcaciones.
