<p style="TEXT-ALIGN:justify;LINE-HEIGHT:normal;MARGIN:0cm 0cm 0pt;" class="yiv1301331054MsoNormal"><span style="FONT-SIZE:12pt;">Nos dirigimos a ustedes, como parte del grupo de trabajadores que amamos esta institución para hacerles llegar el presente video (<a rel="nofollow" target="_blank" href="http://www.youtube.com/watch?v=dNWi5_5326Y">http://www.youtube.com/watch?v=dNWi5_5326Y</a>) en el cual el Señor Rafael Rey Rey y Sr. José Barba Caballero emitieron el día 24 de enero de este año en su prestigioso espacio periodístico en Willax Tv.; donde informan de todo lo acontecido durante el proceso administrativo irregular de los protocolos falsos técnicos de ampliación de permiso de pesca para jurel y caballa otorgados a las embarcaciones <b>A<span>ncash 2; Cuzco 4 y Don Alfredo</span></b> favoreciendo así a Pesquera Exalmar S.A.A., los cuales a la fecha ni siquiera han sido descolgados del listado oficial de embarcaciones que obtienen
ampliación de protocolo para permiso de pesca por el ITP.</span></p>

<p style="TEXT-ALIGN:justify;LINE-HEIGHT:normal;MARGIN:0cm 0cm 0pt;" class="yiv1301331054MsoNormal"><span style="FONT-SIZE:12pt;">Así mismo queremos hacerles saber que se ha hecho de conocimiento tanto a la <b>Dra</b>. <b>D<span>eissy Wolcot (que sera denunciada)</span></b> que es ahora personal de confianza del Presidente del Directorio <b>R<span>olando Yzaziga Coronel</span></b> y el actual Director General del SANIPES <b>Ing</b>. <b>A<span>lfredo Casado</span></b>; responsables para cerrar o cancelar estos 03 expedientes en base a los informes presentados por la Comisión Especial <b>Nº 001-2012-CE/ITP</b> formada mediante <b>Resolución Ejecutiva Nº 007-2012-ITP/DEC</b> presentada<b> el 24 de octubre del 2012 </b>así como el informe del Órgano de Control Interno <b>Nº 2-0069-2012-024</b> presentado <b>el 10 del octubre del 2012 </b>los cuales contienen conclusiones y recomendaciones contundentes para cancelar estos
expedientes.</span></p>

<p style="TEXT-ALIGN:justify;LINE-HEIGHT:normal;MARGIN:0cm 0cm 0pt;" class="yiv1301331054MsoNormal"><span style="FONT-SIZE:12pt;">Sin embargo la abogada y amiga personal del Ex-Director del SANIPES Blgo.<span> </span>Martin Quevedo Vera; nos referimos a la Señora <b>S<span>andra Pilar Piro Marcos</span></b> mediante el memorándum <b>Nº0110-2012.ITP/OGAJ</b> y su informe <b>Nº 0102-2012-ITP/OGAJ responde la denuncia realizada por un colaborador; a la Ministra de la Producción, </b>argumentado un sustento legal, citando una serie de artículos de la Ley 27444; Ley 28559; D.S. Nº 025-2005-PRODUCE incluso la Constitución Política del Perú, que no tienen ni pies ni cabeza, realizando un descargo poco creíble y le entrega la responsabilidad a la <b>D<span>irección General del SANIPES</span></b> de la revisión de las actas ejecutadas el día viernes 14-12-2012, así como indica no puede pronunciarse sobre el cierre de los
expedientes de Pesquera Exalmar S.A.A. en virtud del artículo 13 de la Ley 27444 <strong><u><font color="#ff0000">ya que el vicio, radica en haberse emitido los protocolos sin levantar las observaciones antes de hacer las inspecciones/auditorias</font></u></strong>; <span> </span>bueno no somos abogados; somos ingenieros y biólogos ayudados por un ingeniero con conocimientos sólidos en temas relacionados a la Contraloría General de la Republica y demostraremos las argucias que han omitido voluntariamente para beneficiar al administrado.</span></p>

<p style="TEXT-ALIGN:justify;LINE-HEIGHT:normal;MARGIN:0cm 0cm 0pt;" class="yiv1301331054MsoNormal"><span style="FONT-SIZE:12pt;">1.- Se dilato el tiempo de atención de los expedientes Nº 002.12.PP; 003.12.PP y 004.12.PP de la empresa Pesquera Exalmar S.A.A. cuyos expedientes fueron ingresados al ITP el 08-02-2012 y el documento de respuesta con las observaciones a la primera evaluación se emitió el 28 de mayo de 2012 y los protocolos técnicos de ampliación para permiso de pesca de los recursos jurel y caballa fueron emitidos el 13 de junio de 2012, <b><i><span style="COLOR:red;"><u>incumpliendo</u></span></i></b> el plazo establecido en el tupa que es de 25 días útiles</span></p>

<p style="TEXT-ALIGN:justify;LINE-HEIGHT:normal;MARGIN:0cm 0cm 0pt;" class="yiv1301331054MsoNormal"><span style="FONT-SIZE:12pt;">2.- <b><u><font color="#ff0000">S<span>e amaño el cumplimiento de plazos</span></font></u></b> para la presentación de las subsanaciones a las atingencias efectuadas, según lo consignado en el informe de auditoría emitido por el inspector Carlos Contreras Pérez, se realiza la auditoria ya contando con la subsanación de las observaciones cursadas por la Dirección del SANIPES a la empresa Pesquera Exalmar S.A.A., lo cual es falso pues las auditorias se realizaron los días 04, 05 y 06 de junio y Pesquera Exalmar presenta su levantamiento de observaciones el día 08 de junio de 2012 según las hojas de tramite 4574, 4575 y 4576, aun así el expediente evaluado no cuenta con dichos documentos (o sea el Sr. Carlos Contreras y los demás los desaparecieron de los expedientes).</span></p>

Alfredo Casado, la actual Jefe de la División de Inspecciones y Habilitaciones Fabiola Bernal, por visar las actas de inspección ejecutadas en este mes de enero y visar los informes, así como visar los nuevos protocolos que se le emitirán a Pesquera Exalmar S.A.A. tambien se le incluira al actual encargado del Area de Embarcaciones Javier Neyra quien conocia de la RE Nº026-2012-ITP/DEC y no le hizo ninguna observacion, guardando silencio por el vinculo de amistad que lo une con Carlos Contreras
