ES-MX">Me mortifica insistir en que la gestion de los actuales administradores
del sector nos han llevado a esta situacion, basicamente por su incompetencia
en la materia y neglicencia profesional. Un sector tan complejo como el pesquero
no puede ser administrado por quien no conoce los detalles del sector y menos
aun si no comprende a las personas que actuan en el. Por que un error sutil en
una norma, es el aliciente que el administrado necesita para hacer uso del
viejo adagio aquel de “hecha la ley, hecha la trampa”. Me encantan los adagios,
estan llenos de sabiduria ancestral. Y no puedo dejar de mencionar otro muy
adecuado a la situacion: “El diablo esta siempre en los detalles”.<o:p></o:p></span></p>

“detalles tecnicos” que escapan por completo a la vision de nuestros academicos
administradores. Ellos no pueden ver
esos detalles, por que no conocen el tema.<o:p></o:p></span></p>

satelital de embarcaciones, antes de entrar en los detalles. ¿Por qué lo
hacemos? ¿qué buscamos de el? y ¿cómo lo debemos hacer?.<o:p></o:p></span></p>

ES-MX">La primera pregunta se responde facilmente. Lo hacemos por que existen
periodos de veda de las especies objetivo y debemos saber cuando una
embarcacion esta moviendose ilegalmente durante estos periodos de veda. Y por
que ademas con este sistema podemos saber si una embarcacion ingresa a una zona
restringida o prohibida para la pesca. Las embarcaciones entonces deben contar
con un sistema que permita identificar su posicion durante los 365 dias del
año. Y solo podran obtener zarpe, si el equipo esta instalado y funciona
correctamente. Con el nuevo proyecto de reglamento se instala un nuevo
sobrecosto ya que se exige que un inspector verifique que la baliza esta
apagada, actualmente cuando la baliza se desconecta (cosa que no deberia
suceder), simplemente no se les autoriza el zarpe.<o:p></o:p></span></p>

ES-MX">La segunda pregunta se responde con un conocimiento de lo que podemos
hacer con los equipos que existen. Y la uniformidad o compatibilidad de estos equipos
resulta fundamental para ejecer un buen control. Esto en otras palabras
significa un requerimiento minimo. Es decir, el equipo debe reportar la
posicion del barco y si no es oneroso algunos otros datos importantes para la
ciencia; cada cierto tiempo y al minimo costo. Y eso debe ser suficiente
requerimiento para la autoridad, por que su mision es controlar la ubicación
del barco. El servicio satelital lo pagan los armadores, o sea ellos pagan por
ser controlados, ese costo debe ser lo minimo para la exigencia de la norma.
Ahora si el armador, quiere un equipo mejor, esta deberia ser su opcion; por
que finalmente los requisitos minimos que la autoridad exije para cumplir su
funcion estarian dados.<o:p></o:p></span></p>

ES-MX">Bajo este analisis, la unidireccionalidad del sistema, bastaria. Los
mensajes deben ir de la baliza instalada en barco al “Centro de Control”. La
bidireccionalidad es por tanto innecesaria para ejercer el control. Pero todos
los proveedores hoy en dia pueden ofrecerla sin problema, es una ventaja de una
tecnologia que ha avanzado, pero cuyo uso incurre en mas costos.<o:p></o:p></span></p>

debemos ir por lo mas importante: El “Centro de Control”. <o:p></o:p></span></p>

embarcaciones no es posible con un “Centro de Control” obsoleto. Años de
corrupcion nos han llevado a la degradacion y obsolecencia del “Centro de
Control” del sistema satelital. Hay que llamar a las cosas por su nombre.<o:p></o:p></span></p>

software, ubicado en una sala u oficina del Produce, que permite recibir y
procesar toda la informacion que se recibe de todas las balizas instaladas en
las embarcaciones pesqueras, por cualquiera de los proveedores autorizados. <o:p></o:p></span></p>

ES-MX">Con esta nueva propuesta de norma para regular el sistema satelital estamos
repitiendo el escenario del 2004: Se regula el equipamiento, pidiendo equipos
mas alla del requerimiento minimo necesario, pero el ministerio ademas no dispone
de un “Centro de Control” moderno y eficiente, que reciba y procese la
información de las diferentes empresas proveedoras de equipos satelitales. Un “Centro
de Control” moderno y eficiente, ademas de hacer realidad el control satelital
que ahora practicamente es inexistente, permitiría un importantisimo ahorro, no
solo en la cantidad de datos transmitidos por el terminal, si no tambien un ahorro importante en el monto
que debe pagar el armador para la transmisión de estos datos. Ergo, transmito
mas datos, igual, mas costo.<o:p></o:p></span></p>

consumo a facturarse para cada armador aparte de los mensajes de posición
ordinarios?, ¿Las alertas técnicas graves y leves que pueden ocurrir en sólo
una faena de pesca por la irregularidad del voltaje en las embarcaciones de
pesca? ¿Cuando discriminar los mensajes
de alerta por tránsito inocente? ¿La reserva de 30 mensajes de reporte de
posición por embarcación serán mensuales aun en temporada de veda?, son
detalles y mas detalles, costos y mas costos.<o:p></o:p></span></p>

ES-MX">Produce, ha olvidado por completo el “Centro de Control” y en cambio
esta pidiendo que se programe cada una de las balizas de manera independiente,
cuando bastaria con hacerlo a traves de un “Centro de Control”, facilitando la
gestión global y centralizada del sistema. Por que existe el riesgo de la
manipulacion de cada uno de los aparatos que se programaria. No es posible
hacer un control adecuado a la programacion de cada una de la cientos de
balizas. Lo mejor sin duda es hacer una sola programacion en un “Centro de
Control”, pero como no se tiene este, la “sabia” solucion tecnica del Produce
es programar cada una de las balizas abriendo las puertas de la trampa, una vez
mas. <o:p></o:p></span></p>

y Guardacostas, cuenta con un “Centro de Control” de ultima generacion (SIMTRAC),
y siempre ha mostrado una total disposicion para apoyar al Produce, con su “Centro
de Control” de ultima generacion, que tiene mas prestaciones que las que el
Produce necesita, incluso facilitandoles una oficina en sus dependencias, pero
al Produce parece que esto no le interesa.<o:p></o:p></span></p>

para trabajar en el medio marino, esto significa que el equipo debe venir así
de fábrica, pero no se especifica que norma IP debe cumplir la estanquidad de
la baliza; pero seria logico proponer una que asegure que la baliza flote en el
agua y siga transmitiendo, para mayor seguridad de la tripulación.<o:p></o:p></span></p>

(http://www.skywave.com). Como si se hubieran copiado de su propio brochure,

como por ejemplo el asegurar un doble sistema de posicionamiento, algo que es fundamental
para ejercer un control real sobre una flota que esta acostumbrada a todo tipo
de mañas, ya que todos sabemos que existen sistemas, equipos y formas que
permiten falsear las posiciones del GPS, por eso es fundamental que los equipos
cuenten con capacidad de doble localizacion para verificar las posiciones con
un sistema alterno. Esta si deberia ser una exigencia minima para los
proveedores. <o:p></o:p></span></p>

desde la baliza, pero si una localización calculada en tierra (por el proveedor
satelital), a partir de la variación de la potencia de la frecuencia del
terminal al paso del satélite (efecto Doppler). Esta opción daría una garantía
al ministerio que no ha habido alteración de la posición provista por el GPS producto
de algun equipo o sistema mañoso que pueda falsear la posición.<o:p></o:p></span></p>

detalles estan las fallas de toda la normativa que esta ultima administracion
nos esta dejando. Ellos se iran tarde o temprano, pero nos dejaran con cientos
de problemas por resolver, que ademas nos hara atrasarnos años en un proceso de
administracion pesquera que se ha desarrollado con mucho esfuerzo y por
supuesto con muchos errores tambien. Pero solo nosotros que conocemos el sector
sabemos que errores son los que debemos corregir.<o:p></o:p></span></p>
