color: rgb(159, 88, 27); border: 0px; font-style: inherit; margin: 0px; padding: 0px; vertical-align: baseline;">DS 005</a>, porque estaría fomentando la pesca negra por parte de las embarcaciones artesanales y de menor escala. ¿Cuál es su postura al respecto?</strong><br>Nosotros esperábamos que haya una reacción al ordenamiento de la pesca de anchoveta, pero lo que no esperábamos es que hubiera una gestión de intereses (de las<a href="http://gestion.pe/noticias-de-pesca-industrial-peru-2994?href=nota_tag" target="_blank" style="text-decoration: none; color: rgb(159, 88, 27); border: 0px; font-style: inherit; font-weight: bold; margin: 0px; padding: 0px; vertical-align: baseline;">pesqueras industriales</a>) tan poco transparente. Para demostrar eso no necesito ni siquiera describirlo, porque todos lo estamos viendo: hay supuestas denuncias, hay avisos en los diarios, etc.</div><div style="border: 0px; color: rgb(50, 50, 50); font-size: 1.2em; font-style: inherit; line-height: 19px; margin-bottom: 1.5em; padding: 0px; vertical-align: baseline;"><strong>Se señala que no hay un estudio técnico del Imarpe que sustente que la pesca de anchoveta de 0 a 5 millas debe ser para las embarcaciones artesanales, de 5 a 10 para mediana escala y de más de 10 millas para las industriales…</strong><br>Tenemos 14 informes del <a href="http://gestion.pe/noticias-de-imarpe-2676?href=nota_tag" target="_blank" style="text-decoration: none; color: rgb(159, 88, 27); border: 0px; font-style: inherit; font-weight: bold; margin: 0px; padding: 0px; vertical-align: baseline;">Imarpe</a> que sustentan el DS 005. Además, no se puede aprobar un DS si no tiene un sustento técnico. Esto difiere de la aprobación de la Ley de Cuotas de Pesca, que solo se basó en un estudio de una consultora privada.</div><div style="border: 0px; color: rgb(50, 50, 50); font-size: 1.2em; font-style: inherit; line-height: 19px; margin-bottom: 1.5em; padding: 0px; vertical-align: baseline;"><strong>Pero si hay plantas harineras informales que compran pesca negra, ¿qué están haciendo para combatirlas?</strong><br>Estamos haciendo operativos con el Ministerio Público. Son plantas que no permiten el ingreso de los inspectores, y estos salen corriendo porque les disparan. Estamos lindando en lo delincuencial, y vamos a combatir con la Policía, incluso, usando la misma fuerza que para la <a href="http://gestion.pe/noticias-de-mineria-ilegal-87?href=nota_tag" target="_blank" style="text-decoration: none; color: rgb(159, 88, 27); border: 0px; font-style: inherit; font-weight: bold; margin: 0px; padding: 0px; vertical-align: baseline;">minería ilegal</a>.</div><div style="border: 0px; color: rgb(50, 50, 50); font-size: 1.2em; font-style: inherit; line-height: 19px; margin-bottom: 1.5em; padding: 0px; vertical-align: baseline;"><strong>Los armadores del sur dicen que por el DS 005 han perdido US$ 450 millones.</strong><br>Nosotros hemos hecho un estudio, y este nos revela que en ocasiones en que los industriales del sur han salido a pescar han pescado, incluso antes del DS 001-2013 (régimen especial de pesca de anchoveta para la zona sur). Ahora, algo que el <a href="http://gestion.pe/noticias-de-produce-338?href=nota_tag" target="_blank" style="text-decoration: none; color: rgb(159, 88, 27); border: 0px; font-style: inherit; font-weight: bold; margin: 0px; padding: 0px; vertical-align: baseline;">Ministerio de la Producción</a> no puede hacer por el industrial es salir a pescar por ellos.</div><div style="border: 0px; color: rgb(50, 50, 50); font-size: 1.2em; font-style: inherit; line-height: 19px; margin-bottom: 1.5em; padding: 0px; vertical-align: baseline;"><strong>¿Por qué reclaman?</strong><br>Porque nuestros inspectores están impidiendo que las embarcaciones de menor escala vendan anchoveta a las plantas harineras.</div><div style="border: 0px; color: rgb(50, 50, 50); font-size: 1.2em; font-style: inherit; line-height: 19px; margin-bottom: 1.5em; padding: 0px; vertical-align: baseline;"><strong>En general, ¿cuál es el objetivo de esos cuestionamientos?</strong><br>El objetivo es claro: derogar la norma DS 005 y que yo renuncie. Cuando un argumento no les funciona, sacan otro: Primero sacaron que se beneficiaba a Alexis Humala, luego que se está promoviendo la legalización de los informales, que el 005 no tiene el sustento técnico del Imarpe, etc. Y seguirán sacando más, por eso yo hablo de la gestión de intereses.</div><div style="border: 0px; color: rgb(50, 50, 50); font-size: 1.2em; font-style: inherit; line-height: 19px; margin-bottom: 1.5em; padding: 0px; vertical-align: baseline;"><strong>En medio de todo esto, el presidente la ha respaldado hace algunas semanas. ¿Le ha renovado su respaldo?</strong><br>El presidente de la República no respalda a un ministro, el presidente da mandatos. El presidente cree y está convencido de que el mar es para todos los peruanos. Él tiene las ideas claras de cómo quiere generar oportunidades para que todos los actores, incluyendo para los grandes empresarios de la harina de pescado. Él tiene la preocupación de que los recursos como la anchoveta no están contribuyendo para luchar contra la desnutrición, tiene la preocupación de que hoy día los peruanos paguemos 40% más por el pescado.
