<html><body><div style="color:#000; background-color:#fff; font-family:times new roman, new york, times, serif;font-size:12pt"><div style="RIGHT: auto"><SPAN style="RIGHT: auto">Estimados amigos: Mediante una RM se ha hecho a bordo de 3 embarcaciones merluceras una evaluacion sobre el eove de la merluza, para levantar la veda, la cual a mi humilde parecer, basandome en el informe de IMARPE del ultimo crucero de evaluacion publicado casi despues de mas de 4 meses de finalizado, no debio haber ya que la cuota de captura es tan minima que no ameritaba dicha veda. </SPAN></div>
<div style="RIGHT: auto"><SPAN style="RIGHT: auto">Lo peor ahora ha sido que esta evaluacion NO HA SIDO transparente ya que no se ha permitido a las empresas que tienen areas de investigacion obtener los datos registrados en esta ultima evaluacion y desde el 18 de noviembre se ha levantado la innecesaria veda y como novedad se permite la pesca solo desde los 4 Sur (norte de Punta Sal) hacia la frontera con Ecuador, a pesar que existe un regimen provisional que no ha ido derogado donde se permite extraer merluza desde los 28 cms con una tolerancia el 20 %. La evaluacion por desove no tenia nada que ver con la fijacion de zonas de pesca. Es mas se dice que se investigara durante 10 dias la zona comprendida entre los 4 y los 6 sur, sin mencionarse con con que embarcacion se hara, salvo que sea la amauta (que podria decirse que es una embarcacion de juguete para capturar merluza).</SPAN></div>
<div style="BACKGROUND-COLOR: transparent; FONT-STYLE: normal; FONT-FAMILY: times new roman, new york, times, serif; COLOR: rgb(0,0,0); FONT-SIZE: 16px; RIGHT: auto"><SPAN style="RIGHT: auto">No hay duda que hay una mano demasiado conservacionista detras de esto que ni ha leido el resultado del ultimo crucero de evaluacion realizado por el BIC Humboldt en mayo y junio, ni tampoco ha leido el alcance del regimen provisional de pesca de la merluza actualmente vigente. </SPAN></div>

<div style="MARGIN: 0px"><B><SPAN style="FONT-SIZE: 12pt"> ARTÍCULO 1.-</SPAN></B><SPAN style="FONT-SIZE: 12pt"> </SPAN>Dar por finalizada la veda reproductiva del recurso Merluza (merluccius gayi peruanus) establecida por la Resolución Ministerial N° 283-2013. PRODUCE, autorizándose el reinicio de las actividades extractivas del citado recurso, su transporte y comercialización a partir de las 00:00 horas del 18 de noviembre de 2013, en el área marítima comprendida entre el extremo norte del dominio marítimo del Perú y los 04°00’ Latitud Sur.</div>
<div style="MARGIN: 0px">Las citadas actividades deben cumplir las disposiciones contenidas en el Régimen Provisional de Pesca del Recurso Merluza julio 2013- junio 2014 establecido mediante la Resolución Ministerial N° 220-2013-PRODUCE.</div>

<div style="MARGIN: 0px"><B><SPAN style="FONT-SIZE: 12pt"> ARTÍCULO 2.- </SPAN></B>Disponer que, a efectos de contar con información que permita adoptar medidas de ordenamiento para cautelar el proceso de reclutamiento del recurso Merluza, el Instituto de Mar del Perú – IMARPE en un plazo no mayor a diez (10) días hábiles contados a partir del dia siguiente dela publicación de la presente Resolución Ministerial, presente un informe técnico, sobre la presencia de “juveniles” en el área marítima comprendida entre los 04° 00 latitud sur Y 6°00 Latitud Sur.</div>

<div style="MARGIN: 0px"><B><SPAN style="FONT-SIZE: 12pt"> ARTÍCULO 3.- </SPAN></B>El procesamiento del recurso Merluza (merluccius gayi peruanus) se efectuara únicamente en las plantas de procesamiento con licencia de operación vigente, cuyos titulares hayan suscrito el Convenio de Fiel y Cabal Cumplimiento de las disposiciones contenidas en la Resolución Ministerial N°220-2013 PRODUCE.</div>

<div style="MARGIN: 0px"><B><SPAN style="FONT-SIZE: 12pt"> ARTÍCULO 4.-</SPAN></B><SPAN style="FONT-SIZE: 12pt"> </SPAN>El Instituto del Mar de Perú –IMARPE efectuará el monitoreo y seguimiento de los principales indicadores biológicos, poblacionales y pesqueros del recurso Merluza (merluccius gayi peruanus) en el área marítima comprendida entre el extremo norte del dominio marítimo del Perú y los 04° 00 Latitud Sur, debiendo informar y recomendar oportunamente al Ministerio de la Producción las medidas de ordenamiento pesquero.</div>

<div style="MARGIN: 0px"><B><SPAN style="FONT-SIZE: 12pt"> ARTÍCULO 5.-</SPAN></B><SPAN style="FONT-SIZE: 12pt"> </SPAN>El seguimiento, control y vigilancia de la embarcaciones, se efectuara sobre la base de los reportes del Sistema de Seguimiento Satelital, sin perjuicio de las labores que realicen los inspectores de la Dirección General de Supervisión y fiscalización y las Direcciones Regionales de la Producción competentes.</div>

<div style="MARGIN: 0px"><B><SPAN style="FONT-SIZE: 12pt"> ARTÍCULO 6.-</SPAN></B><SPAN style="FONT-SIZE: 12pt"> </SPAN>El incumplimiento de los dispuesto en la presente Resolución Ministerial será sancionado conforme a los establecido en la Ley General de Pesca- Decreto Ley N° 25977, su Reglamento aprobado por Decreto Supremo N° 019-2011-PRODUCE, sus modificatorias y demás normativa pesquera aplicable.</div>

<div style="MARGIN: 0px"><B><SPAN style="FONT-SIZE: 12pt">ARTÍCULO 7.-</SPAN></B><SPAN style="FONT-SIZE: 12pt"> </SPAN>Las Direcciones Generales de Políticas y Desarrollo Pesquero, de Extracción y Producción Pesquera para Consumo Humano Directo, de Supervisión y Fiscalización del Ministerio de la Producción, así como las dependencias con competencia pesquera de los Gobiernos Regionales y la Dirección General de Capitanías y Guardacostas del Ministerio de Defensa, dentro del ámbito de sus respectivas competencias, realizaran las acciones de difusión que correspondan y velarán por el cumplimiento de lo dispuesto en la presente Resolución Ministerial.</div>
