Diciembre pasado, la Presidenta de la Sociedad Nacional de Pesquería Elena
Conterno dio a conocer en una entrevista realizada en el diario El Comercio,
que las medidas tomadas por el gobierno de turno sobre el ordenamiento pesquero
no ha tenido ningún tipo de éxito. "El orden pesquero no traído buenos resultados"
ha sostenido.<o:p></o:p></span></p>

institución Asesoría y consultoría para el sector pesquero (ACOSEP) luego de
realizar una paciente investigación coincide en algunos puntos con las
declaraciones de la mencionada Presidenta, pues en aras de la verdad, existe un
total desorden en el sector pesquero, el cual se agranda paulatinamente sin que
los encargados de manejarlo hagan algo por corregir o mejorar su sistema de
protección o cuidado. <o:p></o:p></span></p>

que en el año 2011, un reportaje propalado por la televisión nacional, puesta
en vitrina gracias a la denuncia de la Sociedad Nacional de Pesquería, reveló
en calidad de primicia que Alexis Humala, hermano del todavía, no electo
Presidente de la República Ollanta Húmala, había viajado a la lejana Rusia, en
Junio del 2011 para coordinar con empresarios de este país y lograr bajo la
mesa permisos de pesca en forma ilegal mediante el cual embarcaciones
arrastreras, de ese país podrían faenar, a vista y paciencia de todo el mundo,
especialmente en la captura de la Merluza,
que en Europa es el pez de más alto
precio. Es decir luego del escándalo, un silencio cómplice que sería el
comienzo de una cruenta represalia contra el Sector Pesquero. <o:p></o:p></span></p>

fue negar a la Sociedad Nacional de Pesquería, el permiso de pesca para 100 EMBARCACIONES,
pese a ser la pota, la especie más
depredadora del recurso pelágico en nuestro litoral. Si en ese entonces no se hubiera
negado el permiso solicitado, se hubiera
creado más de 6 mil puestos de trabajo.<o:p></o:p></span></p>

acto de esta represalia fue la controvertida Ley N" 005-PRODUCE. Conocida
también como “Ley Alexis Humala”, que no era más que el continuar de los lobbies del "hermanísimo" con la Federación Rusa, que en forma silenciosa
continuaban, bajo el amparo de la Ministra de la Producción Gladys Triveño, y
de las autoridades pesqueras.<o:p></o:p></span></p>

investigación realizada por la revista Revista Pezkiza, en su edición del mes
de junio del 2013 se pudo conocer imágenes satelitales de la NASA, en donde nos dieron la revelación
que buscábamos; En forma alarmante el 06 de Mayo del 2013, en horas de la
madrugada y dentro de nuestras 200 millas, ciento de embarcaciones arrastreras,
factorías se encontraban en plena faena de pesca, recordando como los
pescadores del Puerto de Paita tuvieron que declararse en huelga, con el
resultado de dos pérdidas humanas. Lógicamente esta situación nos indignó, más
aun cuando en los puertos de Chimbote y el Callao las embarcaciones madrinas
rusas, entraban y salían como pedro por su casa, es más con indignación recordamos a la anterior viceministra de
producción, la cuestionada Patricia Majluf Chiok, quien les negó a los
pescadores norteños, una miserable cuota de 30 mil toneladas en todo el año,
para la pesca de merluza. Que en forma increíble solo se comparaba con el
promedio de 30 mil toneladas diarias que pescan los barcos rusos dentro de las
200 millas, los 365 días del año sin control alguno.<o:p></o:p></span></p>

preguntamos: ¿Acaso es un secreto que todas las Instituciones Científicas
Gubernamentales del país como PRODUCE, IMARPE etc. están manejadas
políticamente? Acaso es un secreto que todas las presidencias de estas
instituciones científicas están reservadas sólo para militares en retiro y los
puestos más importantes son para políticos que no saben nada de pesca.<o:p></o:p></span></p>

escuchamos las expresiones del Viceministro de Pesquería Paul Phompiu, dando a
conocer que el reordenamiento pesquero no es negociable, sabemos que sus
expresiones son parte de la cruenta represalia de Alexis Humala, contra el
sector pesquero, y este señor al ser solo como portavoz solo repite y repite,
felizmente, no, nos estamos chupando el dedo Señor Phompiu, le reitero, que toda
las Instituciones científicas están manejadas políticamente, y usted forma
parte de ese entorno.<o:p></o:p></span></p>

olvidemos que la Corte Suprema declaró valido el reclamo hecho por la
Asociación de Armadores Pesqueros y declarando al D.S. N° 005 legal al no cumplir con lo dispuesto, en el
Artículo 9<sup>o</sup> de la Ley General de Pesca, basándose en que sus
evidencias carecen de aspecto científico. Es más en algunos artículos del D.S.
N° 005. Se evidencia el motivo por el cual los científicos del IMARPE no están
capacitados para dar un real asesoramiento al PRODUCE.<o:p></o:p></span></p>

científicos del IMARPE deben ser formados en el ejercicio de la práctica o
dentro de su campo investigatorio, no olvidemos que esta institución pertenecía
antes a la Marina para lograr mediante el D.L 095, ser una entidad, buscando
con este acenso estudiar e investigar el habitad de la anchoveta y otros
recursos pelágicos.<o:p></o:p></span></p>

las personas que trabajan allí y
ostentan rimbombantes grados científicos,
desconocen lo que es navegar en la braveza marina, menos conocen las bondades y misterios del mar, y por ultimo tampoco
han llevado cursos de extracción de pesca de anchoveta y otros recursos
pesqueros, es mas en su syllabus de materias en pre-grado no existe cursos como
geo-estadística de población pesquera como: Anchoveta, y otras especies.<o:p></o:p></span></p>

se desconoce estos cursos, razón por lo cual su asesoramiento a PRODUCE tiene
poca validez, y sustento técnico científico, remarcando que al no haber estudiado física y menos ser
físicos, no pueden conocer de las anomalías en el mar, y sus problemas en este
campo son astrofísicos. <o:p></o:p></span></p>

Elena Conterno a no buscar más diálogos con el gobierno de turno, mientras no
tenga auténticos especialistas, que conozcan del mar y sus especies. <o:p></o:p></span></p>
