como la anchoveta, la sardina, la merluza y particularmente el jurel, el
sindicato Nacional de Patrones de Pesca, en una declaración hecha llegar a
Resumen, plantea que "los últimos informes de carácter Internacional (OROP)
como nacional, indican el grave estado del jurel en Chile". <o:p></o:p></span></b></p>
<p style="margin: 0px; line-height: 135%;"><b><span lang="ES-PE" style="font-size: 12pt; line-height: 135%; font-family: Arial;">Sin embargo, esto no sensibiliza a las autoridades
que deberían implementar medidas reales para la recuperación de este recurso. <br>
<br>
Los Capitanes de Pesca explican que "la Ley General de Pesca Y
Acuicultura, establece cuatro categorías para definir el estado de los recursos</span></b><b><span lang="ES-PE" style="font-size:12.0pt;

"el jurel, se encuentra en plena explotación", lo que significa que
la especie está sana y sin peligro de colapsar, lo que constituye una
aberración. <br>
<br>
Plantean que lo que "corresponde hacer es cambiar el jurel al estado de
recuperación y establecer una veda de 3 a 5 años como lo define claramente la
Ley". Pero "¿Cuál es la verdadera razón por la que no se toma esta
drástica pero necesaria medida? Creemos que el gobierno no desea asumir el
costo social que esta situación desencadenara, y que por otro lado está en
juego la extracción que la industria no desea perder". <br>
<br>
"Cuando se establece el LMCA el 2001 (límites máximos de captura por
armador), es decir, por dueño de embarcación), pasamos de extraer, de un poco
más de 4 millones de toneladas, a una cuota de 1.400.000 toneladas, a objeto de
asegurar la sustentabilidad del recurso. <br>
<br>
En este contexto, "la industria redujo la flota pesquera de 160 barcos a
50 barcos, generando la exoneración, en forma directa, de un poco más de 1800
trabajadores del personal embarcado, tripulantes, motoristas pilotos capitanes,
además de quienes prestan servicios a la industria externamente"<br>
<br>
Así, explican, "las tripulaciones que quedan laborando se les somete,
bajándole sus remuneraciones y obligándolos a descartar en zona de pesca. ¿Qué
significa esto? </span></b><b><span lang="ES-PE" style="font-size:12.0pt;line-height:135%;font-family:Arial;
mso-fareast-font-family:"Times New Roman";color:red;mso-ansi-language:ES-PE;
mso-fareast-language:ES-PE">Que se debe seleccionar la pesca y descartar (botar
al mar) la que no cumple los estándares exigidos por la administración de la
industria. De esta forma en que se llega a puerto con 1.400.000 toneladas, pero
en zona de pesca se matan y botan al agua más de 3.000.000 de toneladas".<br>
</span></b><b><span lang="ES-PE" style="font-size: 12pt; line-height: 135%; font-family: Arial;"><br>
Mientras los Gobiernos de turno establecían cuotas de captura, </span></b><b><span lang="ES-PE" style="font-size:12.0pt;
line-height:135%;font-family:Arial;mso-fareast-font-family:"Times New Roman";
color:red;mso-ansi-language:ES-PE;mso-fareast-language:ES-PE">los industriales
impunemente botaban al mar la misma cantidad de jurel que se les permitía
pescar, ya sea porque estaba muy pequeño o porque las artes de pesca (arrastre
o cerco) los dañaban. </span></b><b><span lang="ES-PE" style="font-size: 12pt; line-height: 135%; font-family: Arial;">Vale la pena preguntarse la opinión de los
pescadores artesanales que fueron condenados a quedar con el 5% de toda la
extracción del jurel. <br>
<br>
Los capitanes de pesca declaran que "a 9 años de aplicación de esta ley no
tenemos recursos y los despidos van sobre los 3000. Nos atrevemos a decir que,
junto con el jurel, nuestra profesión también se va a acabar... esta situación
no va a cambiar mucho si se permiten pescar 330.000 toneladas de jurel para
este 2011. Sabemos que la industria reestructurara su administración y
operación a este nuevo escenario, y hará rentable el negocio sin que, lo que
socialmente esto provoque, sea una preocupación para ellos. <br>

</span></b><b><span lang="ES-PE" style="font-size:12.0pt;line-height:135%;font-family:Arial;mso-fareast-font-family:
"Times New Roman";color:red;mso-ansi-language:ES-PE;mso-fareast-language:ES-PE">"Descartamos,
ocultamos información, declaramos caballa por jurel, anchoa por jurel,
informamos pescar en zonas donde no lo habíamos hecho, todo bajo la presión de
la industria, so pena de perder nuestros trabajos", denuncian, agregando
que "no es ningún secreto que la mayoría de las decisiones, que durante
los últimos años se han tomado, obedecen a presiones de carácter social,
económicos y se anteponen a las recomendaciones científicas. </span></b><b><span lang="ES-PE" style="font-size: 12pt; line-height: 135%; font-family: Arial;">Esta actitud es
la que ha vulnerado y desautorizado la importante labor que tienen las
entidades técnico-científicas". <br>
<br>
"Nuestra región, en gran medida basó su crecimiento y estabilidad
económica en la pesca. Hoy tenemos a Talcahuano, San Vicente, Coronel, Lota,
Tome, en ruinas y lamentablemente no por efecto del 27F, esta situación estaba
generada desde antes. El terremoto y el tsunami fueron las gotas que hicieron
que el vaso se rebalsara".<br>
<br>
Con respecto a las recientes fusiones de industrias pesqueras, los capitanes de
pesca explican que su infraestructura está preparada para procesar grandes
volúmenes de pesca y como ya no la hay, deben juntarse y reducir sus gastos
productivos. Para los trabajadores, esto es nefasto, pero "distinto seria
si recursos como la sardina fueran destinadas, por ley en un porcentaje
significativo, a consumo humano... permitiendo y garantizando la entrada de
estos productos a importantes mercados de orden internacional". </span></b><b><span lang="ES-PE" style="font-size:12.0pt;
line-height:135%;font-family:Arial;mso-fareast-font-family:"Times New Roman";
color:red;mso-ansi-language:ES-PE;mso-fareast-language:ES-PE">Hoy la sardina y anchoveta
se destinan a harina de pescado, que se comerán los salmones artificiales que
engordan y destruyen el ecosistema austral, sin que tenga un mayor grado de
manufacturación.<br>
</span></b><b><span lang="ES-PE" style="font-size: 12pt; line-height: 135%; font-family: Arial;"><br>
"Hoy, el actual gobierno habla de licitación de los recursos
marinos", que en su mayoría han sido extinguidos en menos de lo que dura
un tercio de la vida de cualquier ser humano. "</span></b><b><span lang="ES-PE" style="font-size:12.0pt;
line-height:135%;font-family:Arial;mso-fareast-font-family:"Times New Roman";

zona económica exclusiva más grande y rica del mundo en el océano menos
intervenido del mundo".<br>

"¿Cuál sería el sentido de licitarlos? Lo que en una situación como esta
corresponde hacer es recuperarlos, generando un nuevo sistema de
administración, donde los protagonistas sean los hombres de mar, quienes somos
los que antropológicamente hemos subsistido por generaciones de él, en forma
razonable y sustentable".<o:p></o:p></span></b></p>
