por favor agregar a tus comentarios algunas apreciaciones que me parece de interés
para nuestros colisteros. <o:p style=""></o:p></span></div><div style="background-position: initial initial; background-repeat: initial initial;"><span style="font-family: Calibri, sans-serif;">Durante
los años 1984 – 1991, mediante convenios especiales con países como la ex-URSS
y Cuba, se permitió la operación de buques arrastreros factoría (BAF). Esta
flota arrastrera de media agua operó indistintamente fuera de las 20 (Cuba) –
30 (URSS) millas de la costa en la región norte, entre Paita y Chimbote,
contando con 6 a 14 barcos pertenecientes a la flota cubana y 20 barcos pertenecientes a la flota de la
ex-URSS. Al inicio de esta pesquería esta flota presentó sus mejores
rendimientos con capturas de 561 t/barco/mes.<a name="tab01" style="" href=""></a> No diarias como
nuestra flota anchovetera.<o:p style=""></o:p></span></div><div align="center" style="text-align: center; background-position: initial initial; background-repeat: initial initial;"><br></div><div style="background-position: initial initial; background-repeat: initial initial;"><span style="font-family: Calibri, sans-serif;">Si
hablamos un poco de historia nos encontramos que el Perú busco un aliado pesquero
con mucha experiencia como represento la URSS con más de 4,000 barcos que
navegaban por los mares del mundo y en sus propias aguas. Esta flota es la que
actualmente se encuentra inactiva desde el año 1991 ante el desmoronamiento de
la URSS.</span><span style="font-family: Calibri, sans-serif;"> Más del 70% de su flota
está obsoleta y necesita modernizarse, ser reconvertidos y una
"transformación completa". "De algunos solo queda el casco. Hay
que remotorizarlos, mejorar su habitabilidad, instalar equipos de cubierta,
maquinillas etc.<o:p style=""></o:p></span></div><div style="background-position: initial initial; background-repeat: initial initial;"><span style="font-family: Calibri, sans-serif;"><br style="">
Por otro lado el Gobierno de Moscú se ha fijado como objetivo recuperar el
esplendor de la antigua flota soviética en los próximos años a través de un
ambicioso programa de inversiones. La desintegración de la URSS cesó
prácticamente la actividad de los buques rusos en los océanos. Según las
estadísticas oficiales, en 1990, un año antes del fin de la "era soviética",
este país extraía 7,9 millones de toneladas de pescado, reducidas a 3,3
millones en la actualidad.<br style="">
<!--[if !supportLineBreakNewLine]--><br style="">
<!--[endif]--></span><span style="font-family: Calibri, sans-serif;"><o:p style=""></o:p></span></div><div style="background-position: initial initial; background-repeat: initial initial;"><span style="font-family: Calibri, sans-serif;">El valor total de este programa supera los 450.000 millones
de rublos (casi 10.000 millones de euros), que servirán para el desarrollo de
las infraestructuras costeras, la reparación y la modernización de los
arrastreros . Para el año 2020 se
construirán 600 nuevos buques de pesca y el desarrollo del comercio minorista.
La mitad de la financiación se realizará por el Estado y la otra mitad por los
empresarios del sector.<br style="">

<!--[endif]--><o:p style=""></o:p></span></div><div style="background-position: initial initial; background-repeat: initial initial;"><span style="font-family: Calibri, sans-serif;">Dentro de esta nueva política pesquera, el Kremlin ha
concedido a sus armadores licencias de pesca por más de diez años en uno de los
caladeros más ricos del mundo, el Far East (Norte de Corea).<br style="">
<br style="">
Rusia asegura que la modernización de estos buques es imprescindible y urgente,
tanto para la recuperación de este sector como para mejorar la salud de sus
habitantes. Según la Agencia Nacional para la Industria Pesquera, de no
llevarse a cabo esta reconversión el nivel de capturas podría pasar de 3,3
millones de toneladas anuales a 2,6 millones en 2015, con el consiguiente
recorte del consumo por habitante a un nivel de 11,6 kilos anuales.<br style="">
<!--[if !supportLineBreakNewLine]--><br style="">
<!--[endif]--><o:p style=""></o:p></span></div><div style="background-position: initial initial; background-repeat: initial initial;"><span style="font-family: Calibri, sans-serif;">En términos per cápita, el consumo de pescado bajó de 22,5
kilos en 1985 a 12,6 en 2010, mientras que los médicos recomiendan mantenerlo
en el nivel de 23,7 kilos al año.<o:p style=""></o:p></span></div><div style="background-position: initial initial; background-repeat: initial initial;"><span style="font-size:12.0pt;line-height:115%;mso-bidi-font-family:Helvetica">La falta de recursos pesqueros
en el hemisferio norte del planeta obliga a la flota europea a ir cada vez más
al sur. Rusia no es una excepción y en los últimos años han sido fletados
varios barcos de pesca hacia en el Atlántico Sur.<o:p style=""></o:p></span></div><div style="background-position: initial initial; background-repeat: initial initial;"><span style=""><span style="font-size:12.0pt;line-height:115%"> </span></span><span style="font-size: 12pt; line-height: 115%;">Además, las empresas de pesca privadas Rusas son rehenes de esta situación: el estado
concede cuotas solo en territorio ruso, hay pocas posibilidades de trabajar en
zonas marítimas lejanas y es poco rentable. Los pescadores rusos, el año
pasado, pescaron un total de 4.225.000 toneladas de pescado y otros productos
marinos, de los cuales menos de 500.000 toneladas fueron de zonas en otros
estados, lo que supone entre el 10 y el 12% del total.<o:p style=""></o:p></span></div><div style="text-align:justify"><span style="font-family: Calibri, sans-serif; background-position: initial initial; background-repeat: initial initial;">Según la FAO, entre los años 1970 – 1990 la flota mundial
arrastrera para la pesca del Jurel y<span style=""> </span>caballa
se concentro entre el Océano Pacifico Oriental y el Atlántico, para<span style=""> </span>posteriormente dar lugar a la flota
palangrera en la pesca del Pez Espada y<span style=""> </span>Atún;
en el Callao un promedio de 200 barcos palangreros ingresan mensualmente<span style=""> </span></span><span style="font-family: Calibri, sans-serif;"><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">al puerto para reparaciones y avituallamiento de
las nave.<o:p style=""></o:p></span></span></div><div style="text-align:justify"><span style="font-family: Calibri, sans-serif; background-position: initial initial; background-repeat: initial initial;">En 1989, solo la flota arrastrera rusa tenía 2,419
barcos, la mayoría fabricados en<span style=""> </span></span><span style="font-family: Calibri, sans-serif;"><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">la época de la Unión Soviética. Desde 1992, la
cifra disminuyó en un 26%, junto<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">con la cantidad de personal calificado. Parte de
esta flota fue adquirida por<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">China y otros países asiáticos, que luego de
repotenciarlos los enviaron a<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">pescar en el Océano Pacifico básicamente. No
olvidar que los barcos arrastreros<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">factoría que pescan jurel en aguas
internacionales necesitan contar con una<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">potencia suficiente para arrastrar en
condiciones muy difíciles de mar, por lo<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">que necesitan tener una potencia de sus motores
arriba de los 3,000 HP y tienen<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">una producción diaria de congelamiento en su mayoría entre 40 – 50 ton/día de jurel.<o:p style=""></o:p></span></span></div><div style="text-align:justify"><span style="font-family: Calibri, sans-serif; background-position: initial initial; background-repeat: initial initial;">Los Barcos arrastreros pelágicos que pescaron en nuestra zona
bajo diversos<span style=""> </span></span><span style="font-family: Calibri, sans-serif;"><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">convenios y contratos de pesca gastaron especialmente
en el Callao cada uno<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">alrededor de US $ 240,000.00 en talleres y
víveres durante cada escala. Además<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">hay que agregar el cambio de tripulación, gastos
en capitanía de puerto y<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">migraciones. En 1989 entre los meses de Enero –
Diciembre pescaron en total 20<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">barcos arrastreros factoría 162,527 toneladas.
En el año 1990 se pesco 243,384<span style=""> </span></span><br style="">
<span style="background-position: initial initial; background-repeat: initial initial;">ton. y entre Enero – Mayo de 1991 la cantidad de

Si me permite un breve comentario sobre la entrevista a vuestra persona,
desde mi punto de vista, muy cuestionable sus declaraciones. Se asusta por desaparici�n de
cinco mil galones de petr�leo, y que pensar� Usted, sobre los decenas de millares de galones de
derrame de petr�leo que afectan nuestras aguas continentales, por ende los recursos hidrobiol�gicos del medio y a la poblaci�n amaz�nica.
Se aturde y enerba, por la cantidad de barcos pesqueros extranjeros que pescan dentro de nuestra doscientas
millas, pero tambi�n cuestiona al barco constituido con bandera peruana para analogos fines.
Se�or, por �ltimo en que quedamos, ni lo uno ni lo otro; pienso que debe de haber cierto equilibrio funcional coherente
en sus manifestaciones.

Si me permite un breve comentario sobre la entrevista a vuestra persona,desde mi punto de vista, muy cuestionable sus declaraciones. Se asusta por desaparici�n de
cinco mil galones de petr�leo, y que pensar� Usted, sobre los decenas de millares de galones de
derrame de petr�leo que afectan nuestras aguas continentales, por ende los recursos hidrobiol�gicos del medio y a la poblaci�n amaz�nica.
Se aturde y enerba, por la cantidad de barcos pesqueros extranjeros que pescan dentro de nuestra doscientas millas, pero tambi�n cuestiona al barco constituido con bandera peruana para analogos fines.
Se�or, por �ltimo en que quedamos, ni lo uno ni lo otro; pienso que debe de haber cierto equilibrio funcional coherenteen sus manifestaciones.
