</div><div>Puede que me equivoque en muchas cosas Jose…una de ellas podría ser dejar que usted se exprese en esta lista haciendo honor a la democracia. Cada día hay una lucha interna en mi por sacarlo del foro o dejarlo seguir. Y si permito sus comentarios, es por que existen nuevas generaciones que deben saber que la tentación de la censura, proviene de un demonio que nos atrae hacia el autoritarismo. Ni menciono una caballa o una cachema, por que de eso estoy seguro que no sabe ni como armar el reynal para pescarlas.</div><div><br clear="none"></div><div>La necedad y el atrevimiento se presentan en usted en una dualidad peligrosa, por que ademas aspira con su chabacanería carbajalesca nada menos que a un puesto político. Ojalá el peruano elector tenga la habilidad de darse cuenta que su retórica esta llena de una falsa jactancia ademas de dogmas que repite y repite sin ubicar su contexto. <div style="text-align:justify;"><span lang="ES-TRAD">Hace unos días una amiga de una ONG Internacional me decía que
“los gobiernos se han olvidado del pescador artesanal, uno de los grupos
sociales mas injustificadamente pobres del mundo”.<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">Tal vez esta definición se ajusta a nuestros pescadores peruanos. La
frase budista: “no es mas rico quien mas tiene, sino quien menos necesita”, encierra
algunos conceptos de la vida simple del pescador artesanal de a pie, de
cualquier costa o ribera, hasta de aquel que labora en mareas de 6 u 8 meses en
un barco factoría.<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">Durante el 2013 OANNES viajo por toda la costa descubriendo que existen
dos tipos de pescadores claramente diferenciados en el Perú. El de vocación y
el de ocasión. Ambos grupos están enfrentados entre si, coexisten como
pescadores, pero tienen una visión muy distinta de su trabajo y de su futuro.<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">El de vocación, se reconoce fácilmente por que simplemente ama “la
mar”. Ni la pobreza, ni las carencias lo alejaran de las costas, su aires, sus
olas, el ronroneo de las riberas, o simplemente del sabor de un pez recién
capturado. Este grupo humano piensa y sueña con un futuro de sostenible, con el
desarrollo de la maricultura y acuicultura, con que sus hijos sean patrones de
pesca, biólogos o ingenieros pesqueros, o tal vez por que no; guías de turismo
costero o ribereño.<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">El de ocasión en cambio, es un aventurero. Mas que respeto por el
medio, le teme. Considera que el mar, los ríos, lagos o las lagunas, son solo
un paisaje mas. Por su mente solo existe la idea de hacer riquezas en corto
plazo, con “la gran pesca”. Para ellos, el destino o los gobiernos, los obligan
a hacer este duro trabajo por que no hay otra opción. <u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">Dentro de este perfil sicosocial, hay una mística que hace sin
duda la principal diferencia. Esta mística sin embargo, no explica que los
pescadores, en muchos países sean uno de los grupos sociales mas injustificadamente
pobres del mundo. Pero esto precisamente no sucede en todos los lugares, hay
pescadores en Japón o España, que no podrían ser calificados de pobres.<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">¿Por qué entonces son el grupo social mas injustificadamente pobre
del mundo?<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">Nuestra respuesta parece simple: La falta de dialogo entre si y
las instancias que planean y gobiernan su sector.<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">Y aunque la respuesta parece sencilla, lograr ese dialogo no lo
es. <u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">Luego de 18 años de existencia (En octubre del 2015, cumpliremos
19) OANNES esta convencido de que si no se promueve el dialogo, el problema
seguirá ahí. Pero sobretodo estamos seguros que de lograrlo, transformaremos un
problema en una oportunidad para miles de pobladores costeros y ribereños del
país.<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">A fines del 2013 planeamos un proyecto que denominamos <b>“Institucionalización del Dialogo para el
Desarrollo”</b>, que buscaba fundamentalmente involucrar en este dialogo a
determinados grupos de interés, que habíamos identificado:<u></u><u></u></span></div>
<div style="text-align:justify;"><span style="font-size:10pt;" lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span style="font-size:9.0pt;line-height:115%;font-family:Symbol;" lang="ES">·</span><b><span style="font-size:9.0pt;line-height:115%;" lang="ES">Académicos:</span></b><span style="font-size:9.0pt;line-height:115%;" lang="ES">

<div style="text-align:justify;"><span lang="ES-TRAD">Estos seis actores, debían sentarse en una mesa a conversar, en
todas y en cada una de las regiones donde la pesca y la acuicultura, existieran
o pudieran desarrollarse. Pero este dialogo multisectorial debía tener
determinadas condiciones de neutralidad y sobretodo un orden sistematizado, no
solo para facilitarlo, sino para poder interpretarlo fácilmente y transformarlo
en acciones o políticas de gobierno.<u></u><u></u></span></div>

<div style="text-align:justify;"><span lang="ES-TRAD">La neutralidad era fundamental, por que el sector estaba
polarizado y enfrentado entre si. Precisamente por esta falta de dialogo o mas
bien producto de diálogos desordenados que las autoridades de turno fomentaban,
para paliar circunstancias urgentes. Una
solución política de corto plazo, pero no técnica.<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">El dialogo debía ser por regiones, por que cada región del Perú,
tiene un caso diferente, la situación de sus problemas y oportunidades es muy
distinta incluso en regiones muy cercanas o limítrofes como Tacna y Moquegua,
Arequipa e Ica, Piura y Tumbes, o Junín
y Ucayali.<u></u><u></u></span></div>
<div style="text-align:justify;"><span lang="ES-TRAD"> </span></div>
<div style="text-align:justify;"><span lang="ES-TRAD">Entonces pensamos en darle una metodología al dialogo y creamos un
protocolo general para su desarrollo contando con la colaboración de la Escuela
de Biología en Acuicultura, de la Universidad Nacional del Santa, en Chimbote,
Ancash. Este esfuerzo creo en el 2014 la metodología sencilla de los
“Conversatorios Talleres Multisectoriales y Regionales, de Pesca y
Acuicultura.” Oficializados este año, el 27 de Julio, con la Resolución
Ministerial Nr. 257-2015-PRODUCE.<u></u><u></u></span></div>

<div style="text-align:justify;"><span lang="ES-TRAD">Pero como ya hemos dicho, coordinar este dialogo no ha sido, ni es
cosa fácil. La coordinación entre co-organizadores para el logro de cada
evento, es una tarea titánica, que OANNES como articulador ha asumido. <u></u><u></u></span></div>

dialogo para el desarrollo, no solo en el sector pesquero y acuícola, sino
también en otros sectores de la vida económica nacional. Sobretodo por que aprovechamos

puedan preparar sus planes de gobierno del sector con información fidedigna y
de primera clase, incluyendo a un sector que ha sido ignorado por la mayoría de
los planes de gobierno. Además hacer llegar este libro a todas las
universidades, gobiernos locales y regionales; y también ponerlo al alcance de
cualquiera que lo desee de manera gratuita en formato digital (PDF)<u></u><u></u></span></div>
