Giuffra, recientemente anunció que se modificará la norma que regula la
pesca de anchoveta, porque el Decreto Supremo N° 011- 2013-PRODUCE (que no está en el ROP), no ha funcionado, por
lo cual ahora se podrá pescar industrialmente desde la milla cinco hacia adelante.
El cuestionado D.S. fue emitido en diciembre del 2013 para <a href="http://rpp.pe/relacionada/permalink/655752" target="_blank" id="yui_3_16_0_ym19_1_1471123152755_17439"><span style="color:windowtext;text-decoration:none;text-underline:none" id="yui_3_16_0_ym19_1_1471123152755_17440">reordenar la
pesca</span></a> en el mar peruano en tres carriles, reservando así el
corredor de la milla 5 a la 10 a la flota de menor escala y a partir de la 10
para la pesca industrial.<o:p id="yui_3_16_0_ym19_1_1471123152755_17441"></o:p></span></div><div style="text-align: justify; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;" id="yui_3_16_0_ym19_1_1471123152755_17437"><span style="font-size:12.0pt;mso-fareast-font-family:"Times New Roman";mso-bidi-font-family:"Times New Roman";mso-fareast-language:ES-PE"><br></span></div><div style="text-align:justify" id="yui_3_16_0_ym19_1_1471123152755_17442"><span style="font-size:12.0pt;line-height:115%" id="yui_3_16_0_ym19_1_1471123152755_17443">Sobre el particular podemos señalar que la flota para CHD
está constituida por embarcaciones artesanales (embarcaciones con bodegas de
hasta 10 metros cúbicos de capacidad de bodega) y la de menor escala (con
bodegas entre 10 y 32.6 metros cúbicos). </span></div><div style="text-align:justify" id="yui_3_16_0_ym19_1_1471123152755_17442"><span style="font-size:12.0pt;line-height:115%"><br></span></div><div style="text-align:justify" id="yui_3_16_0_ym19_1_1471123152755_17442"><span style="font-size:12.0pt;line-height:115%" id="yui_3_16_0_ym19_1_1471123152755_18936">Analizando los dispositivos indicados líneas
arriba, se señala que la flota artesanal se dedica exclusivamente al CHD y que
la de menor escala preferentemente al CHD, pues la normativa de descartes les
permite a las embarcaciones de menor escala destinar hasta el 10% de sus
capturas a la fabricación de harina residual, mientras que la flota industrial
solo puede pescar para CHI. </span></div><div style="text-align:justify" id="yui_3_16_0_ym19_1_1471123152755_17442"><span style="font-size:12.0pt;line-height:115%"><br></span></div><div style="text-align:justify" id="yui_3_16_0_ym19_1_1471123152755_17442"><span style="font-size:12.0pt;line-height:115%" id="yui_3_16_0_ym19_1_1471123152755_18955">Sin embargo, también permite a las Plantas de CHD,
que reciben las capturas de la flota artesanal y de menor escala, asignar hasta
el 40% de lo recibido y declarado como no apto para su proceso, a la
fabricación de harina residual, es decir, al CHI.<o:p id="yui_3_16_0_ym19_1_1471123152755_17444"></o:p></span></div><div style="text-align:justify" id="yui_3_16_0_ym19_1_1471123152755_17442"><span style="font-size:12.0pt;line-height:115%"><br></span></div><div id="yui_3_16_0_ym19_1_1471123152755_17445"><span style="font-size:12.0pt;line-height:115%" id="yui_3_16_0_ym19_1_1471123152755_17446">En
contraposición a lo anterior, la pesca que realiza la flota artesanal y de
menor escala, aún hoy en día, no está sujeta a una cuota global de captura. La
existencia de un marco regulatorio para una misma pesquería, dependiendo del

ahora faenan en esta zona.
