busting a den of forest robbers in Machar Point area of the Sundarbans

agency that when the fishermen, on their way to Dublar Char, reached

West Bengal: Sundarban Matsyajibi Joutha Sangram Committee’s protest
against ban on fishing*
National Fishworkers' Forum (NFF)

With the establishment of Reserve Forest and particularly with the
promulgation of Sundarban Tiger Reserve (STR) restrictions were imposed on
fishing and other forest dependent livelihood activities. A vast area of
the forest was designated as the ‘core’ area and access has been totally
denied there. Other outer area designated as ‘buffer’ was opened to
fishers, honey and wood collectors with stringent restrictions.

A regime of fines, seizure of boats, nets and catch, cancellation of
permits, threats of imprisonment, abuses and even physical assaults. The
fishers of Sundarban are treated as trespassers in heir own land. The
fishing and other forest dependent communities of Sundarban have resolved
to heighten their protest through hunger strike and free selling of honey
collected from the forest in defiance of the unjust and illegal monopoly of
the forest department.

Before embarking on the next phase of struggle it is imperative to send the
message of the protest and struggle throughout the length and breadth of
the Sundarban covering as many habitations of the forest dependent fishing
and other communities as possible. In the riverine Sundarban, where boats
are the major means of transport, boat campaign is the most useful mode for
an awareness campaign that may be attractive an equipped touch a large
number of habitations and be conducted in a few days period.

The Objective

The Boat Campaign is aimed to

i. Generate widespread mass awareness among the forest dependent people of
Sundarban regarding their traditional and customary rights on the forest
resources and recognition of those rights by the Forest Rights Act 2006.

ii. Take up the problems of implementation of the Forest Rights Act in
Sundarban in the localities and initiate mass interaction to address those
problems.

iii. Sensitize the fishing and other forest dependent communities of
Sundarban to form community based groups to claim their rights and
coordinate their future activities. Campaign Plan A boat tableau decorated
with large banners, flags and posters, equipped with a sound system and
carrying campaign materials like posters/stickers and leaflets will cruise
through the rivers of Sundarban from East to West for 7 (seven) days.

a) The boat will carry a street drama group who will enact a street drama
composed on the natural resources and life and livelihood of the forest
dependent people of Sundarban at the meetings to enhance and facilitate the
scope of the awareness campaign.

b) The tableau will touch around 100 ghats where the significance of Forest
Rights Act and importance of its implementation in Sundarban will be
propagated through speeches accompanied with songs composed on the natural
resources and life and livelihood of the forest dependent people. Leaflets
and posters carrying the message will be distributed and stuck around the
ghats.
