Yo tengo la siguiente explicación: 
1.- Estamos en verano hasta el 20 de marzo 2017 
2.-Estamos en el trópico, desde tumbes hasta Tacna y hasta los 22°S es el trópico. 
3.-Se han relajado el anti ciclón del pacifico sur y la corriente de Humboldt los anti tropicales. 
4.-Los vientos del norte y del oeste están activos. 
Resultado: El Trópico reclama lo que siempre fue suyo.
