Amigos de Oannes,  

Del 7 al 11 de Mayo 2012 hicimos un taller nacional en Lima: “Evaluación de los desafíos de las zonas costeras en el siglo XXI: Propuestas para la Cumbre de la Tierra Rio + 20” (El informe esta publicado en: http://www.oannes.org.pe/upload/201205161112161613430886.pdf).

Este fue un trabajo que marco un hito en la vida de Oannes, por que pasamos de los diálogos virtuales a los presenciales. Y comenzamos una aventura que nos ha llevado por un viaje hasta hoy Junio del 2015, en que nos encontramos coordinando con 16 universidades nacionales con carreras de ciencias del mar, pesca o acuicultura, nuestro “Proyecto de Institucionalización del Dialogo para el Desarrollo Costero”. Un viaje en el tiempo y por todo el territorio nacional.  

Ahora mismo me encuentro en Huacho, después de haber coordinado ya los “Conservatorios Taller Multisectoriales y Regionales” de este año, que comenzaran el 3 de Agosto del 2105; en Tumbes, Piura, Tacna, Moquegua, Arequipa, Lambayeque, La Libertad y Chimbote. Nos falta aun Huacho (mañana), Ica, Callao, Puno, Iquitos, San Martin, Junin y Lima, donde haremos un taller de talleres a fines de noviembre, que finamente nos permitirá hacer una matriz nacional, para presentar un diagnostico realista de la pesca y acuicultura nacional con propuestas para la generación de una nueva “Ley General de Pesca y Acuicultura”.  

Ese primer taller del 2012, fue sumamente especial. Comenzó con nuestra decisión de apoyar la iniciativa colectiva de 18 Universidades alrededor del mundo, Organizaciones Internacionales y ONGs que agrupan a 115 científicos de más de 30 países para la realización de un simposio denominado “Planeta Bajo Presión” que se llevó a cabo entre el 26 y 29 de Marzo del 2012 en Londres, donde se conformo el Grupo de Trabajo Internacional "Coastal Zones: 21st Century Challenges”  que incluye entre sus miembros a la ONG Oannes.

Luego del taller, tuve el exclusivo y gratificante honor de compartir el trabajo de elaborar un resumen del informe en ingles, con el Ing. Mariano Gutierrez Torero (Uno de los profesionales mas pro activos que conozco en el sector). Ese informe se convirtió en el capitulo numero 12 del recientemente publicado libro: "COASTAL ZONES: Solutions for the 21st century”.

Hoy estamos muy contentos con esta publicación científica internacional que incluye nuestro capitulo 12. El proceso ha sido largo, pero fructífero:

Abstract

A National Workshop took place in Peru in May 2012 before the United Nations Conference on Sustainable Development: Rio+20 Summit. Its purpose was to identify challenges for the sustainable development of Peruvian coastal zones. To do this, a public request for proposals was sent to national entities from all sectors before the workshop. During the workshop, proposals were discussed among all participants and then categorized using five main topics and ten cross-thematic concerns. Recommendations were also drafted for policymakers to consider when designing new public policies in order to ensure the sustainable use and development of Peru’s coastal areas.


Specifically, the ten cross-thematic needs and concerns identified by participants were:

•

Increase scientific and technological research.


•

Reform the professional profile for ocean-related careers.


•

Take multisectoral approaches addressing socioeconomic issues.


•

Promote the socioeconomic development of artisanal fishermen and fisheries for human consumption.


•

Strengthen the value chain of artisanal fisheries.


•

Promote governmental, civic, and corporate social responsibility and environmental commitment.


•

Increase environmental education and awareness.


•

Health, fisheries, and trade certifications.


•

Spatial planning and integrated coastal zone management.


•

Legal reform to eliminate overlapping responsibilities between authorities.







Main recommendations from the workshop are:

•

Implement an Action Plan for Mitigation and Adaptation to Climate Change in coastal marine areas.


•

Develop a national strategy for risk management to identify the threats and opportunities of climate variability.


•

Implement co-management tools with artisanal fishing communities and other stakeholders.


•

Expand school and university curricula to encourage principles of environmental education.


•

Introduce comprehensive legislation to identify and resolve overlapping attributions in order to make ecosystem-based management possible, and to clearly designate appropriate uses of marine and coastal zones.


•

Use management tools such as Methods of Impact Quantification (MIQ) and Methods for Compensation Mechanisms (MCM) to meet growing demands and reduce social conflict along the Peruvian coast.

Coastal Zones: Solutions for the 21st Century bridges the gap between national and international efforts and the local needs for actions in communities where coastal zone challenges are faced daily. The solution-oriented approach covers issues of coastal zone management as well as responses to natural disasters. This work provides ideas on how to face the challenges, develop solutions, and localize management of common-pool resources.
Coastal Zones targets academic stakeholders and coastal stakeholders who have local knowledge and experience but need a theoretical framework and a greater range of skills to make use of this experience.

Provides a transdisciplinary approach that draws on stakeholder knowledge as well as diverse disciplines in the natural and social sciences
